This year, we have access to two of the most recognized brands in the tax space available on the network privately for top pubs – H&R Block and Turbo Tax. Please pay careful attention to each offer’s guidelines, as there are a few rules to follow in order to gain access to the offers.


General Rules of Thumb:
- No PPV traffic

- Presell Pages MUST be used (no direct linking)

- No trademark bidding, mention in ads/ad copy

- Each approved affiliate gets their own Offer ID

- Follow the rules or risk chargebacks


There will be a ZERO TOLERANCE policy when it comes to violations regarding these offers. Make sure you’re only using approved creative and ads. Everything else will be gravy.


GOOGLE ADS
Since this is US based, expect a decent amount of traffic available on Yahoo/Bing as well. Also, both H&R Block and Turbo Tax accept desktop and mobile traffic – as both landing pages are optimized for either type of traffic. You’ll be able to find a lot of the popular style presell pages here, as you’ll notice that the ‘review / ratings-style’ pages are what’s converting these days. You can either feature just the single product or both at the same time.

In addition, affiliates may not bid on competitor's trademarks, such as H&R Block, Jackson Hewitt, CompleteTax, TaxAct, FreeTaxUSA, and any other direct competitors not listed here. Additional protected terms include: "free file", "refund anticipation loan", "IRS", IRS or official government terms, and terms related to government programs. Additionally, affiliates are not allowed to bid on "RAL" or "Refund Anticipation Loan" in paid search and send traffic to TurboTax. Any ads with IRS or official government wording, or direct competitor trademarks are also prohibited. Additionally, TurboTax can be used in the URL, as long as it is the subdomain, such as www.yourpubsite.com/turbotax. Search Campaigns - Prohibited SEM Ad Copy Content Terms that publishers are prohibited from using in the ad copy of their search marketing campaigns. Official site, IRS, or official government wording is prohibited. Affiliates are not allowed to imitate IRS or the government in any way. Publishers may not include TurboTax on websites where the domain includes any government websites listed below, and derivations thereof, or any government related terms that might not be mentioned such as the following examples: FreeFileToday.com, IRS.com, IRSHome.com, Banks.com, IRS.net, IRS.org, Freefileday.com, or FreeFile.com. Search Campaigns - Limited Use SEM Ad Copy Content These are terms that publishers are permitted to use in the ad copy of their search marketing campaigns. The TurboTax TM is NOT allowed in the headline, however it IS allowed in ad copy description. Additionally, TurboTax can be used in the URL, as long as it is the subdomain, such as www.yourpubsite.com/turbotax. Search Campaigns - Direct Linking Specify if publishers are allowed to link directly to your Web site from their search marketing campaigns. No Search Campaigns - Special Instructions for Search Marketing Publishers These are additional usage instructions or limitations for search marketing. Advertisers may also specify any relevant sections of Special Terms and Conditions. 1) Broad/negative match guidelines: affiliates must negative match the keyword "Turbo". 2) The use of iframes and any other methods to frame the TurboTax.com site is not permitted. 3) Publisher agrees to follow prohibited keywords, direct linking, display URL, and ad copy rules stated in these marketing polices. Web Site - Unacceptable Web Sites Types of Web site content that will not be accepted into the affiliated program Your TurboTax affiliate ads are not authorized to have your ads run on the following sites: IRS.com, IRSHome.com, Banks.com, IRS.net, IRS.org, Freefileday.com, or FreeFile.com Web Site - Use of Logos and Trademarks in Web sites Usage guidelines as they relate to the use of advertiser's trademarks and/or logos in ad copy and Web site content Publishers must also abide by the provisions of the rules set forth concerning Press Releases, use of our Trademarks and Copyright information at http://www.intuit.com/legal/. All policies stated these marketing policies also apply to mobile promotions. By accepting these program terms mobile affiliates agree to comply with the Telephone Consumer Protection Act of 1991. Incentivized Traffic Publishers offer visitors compensations (cashback, membership points, miles, access to content or software) for purchase or advertiser offer completion. Not allowed Email Publishers use email marketing to drive links to your website. Allowed - Publisher links to TurboTax or Intuit Site(s) are NOT permitted to be placed in unsolicited e-mail or chat rooms. Software Publishers develop a browser extension for consumers that displays alerts via toolbar or popups, and may (depending on the distribution model) provide a link for the consumer to click, or redirects the browser through affiliate links when visiting a site where affiliate offers are available. Not allowed - Compliance/reversals/removal from program guidelines: Publishers may NOT cause or enable any sales to be made that are not in good faith, including, but not limited to, by means of any device, program, robot, Iframes, hidden frames or redirects, spyware, malware, or adware. Traffic cannot be sent directly to the TurboTax offer without a click that is initiated by the user; traffic to the offer without a user initiated click is considered a forced click (cookie stuffing). Publishers who violate any of these policies (traffic results in non-compliant means of generating impressions, clicks, leads, or sales to TurboTax) will be removed from the program and risk commission reversals. Sub-Affiliates Publishers operate a network of independent websites owned by third parties that operate collectively as an individual publisher. Allowed - Sub-affiliate network guidelines: A

NO REBROKERING ALLOWED NO INCENTIVE TRAFFIC ALLOWED NO CO-REG NO CRAIGSLIST NO EMAIL TRAFFIC ALLOWED NO PPV Reminder Policies: • A sub-affiliate partner cannot broker the H&R Block offer to other sub-affiliate networks (partners that also share links with their own sub-affiliate partners) without full disclosure and prior written consent from H&R Block team for each of these partners. Sub-affiliate partners within sub-affiliate networks are subject to all the same terms and conditions provided by H&R Block. • All sub-affiliate partners must break out their traffic on an individual PID basis. Referring URLs are going to be required. If the publisher ad server does not allow this to be done individual site mapping must occur. • Ad injection is not approved. • All software traffic must be pre-approved before running or is subject to reversals. • Unless approved in writing by the Advertiser in advance, a Publisher shall not offer any incentives to consumers in return for submitting a lead, regardless of whether the campaign is hosted by the Publisher or the Advertiser. Examples of incentives include, but are not limited to cash, prizes, rewards points, services, entertainment, or content. Requiring a consumer to choose one of multiple Advertiser offers in order to receive an incentive is considered incentivization and is expressly prohibited without written permission from the Advertiser. • Publisher will agree to abide by the "Do Not Work With" List provided by H&R Block. (This may be changed/added to at any point during the campaign) P
