if I'm doing promotions on anything online
should focusing on certain countries while excluding some be a good strategy ?

that would depend on the demographic that you are trying to target

it would do good for you if you'd A/B test on countries accross different locations to find out where most of your buyers would come from

remember that Asians might have different product preference from the ones in N. America or Europe

not to mention the status of living and the language barrier, but then again you can never tell what would come up until you test and see the report yourself

oh no, don't ever exclude
some might be interested in the product that you are promoting in certain countries and you could be missing out on them

instead of avoiding some locations, just define your target audience

example
if you have already been promoting, and mainly ship products to the US and Europe then your target audience is there US & Europe
and if you are newly promoting then test each location

remember the location and need of your buyer plays a big role in your products success
example: people in the US might be buying lots of ski mask/accessories during the winter but you could not sell the same to india or philipines

you know the drill

i guess your target audience would make the more sense
brand’s target audience:
1. person that buys your product
2. influencers of the person that buys your product
3. supporters

you can easily see which countries clicked on your ads how many times in adwords can you not?
then from there you'd see which country to promote more, then start eliminating the ones that do not perform well

testing is the answer
depends on the product you may see an interesting outcome from the countries you've least expect to do well

AdWords isn't available to advertisers in the following countries or territories, so it would be smart to focus your ads in countriess that are allowed by adwords
  • Crimea
  • Cuba
  • Iran
  • North Korea
  • Sudan
  • Syria

assuming you have waited enough time after blocking that specific country -

AdWords for some reason has an advanced location option of targeting people in, searching for or show interest in your targeted location

if this feature is turned off then adwords wont target people in this location

First, you should do some investigations and researches about your existing markets which have the same or similar products or services as yours.
Second, you should consider about your customers or audiences. Which language they usually use, what their local habits are.
